Vegeta wins through an overwhelming speed and power advantage at the start of the fight. The Hulk's limitless potential is real, but Vegeta does not need to wait for the Hulk to power up. The Hulk's limitless rage-based strength is one of the most formidable abilities in fiction. The angrier he gets, the stronger he becomes, with theoretically no upper limit. He has held tectonic plates together, matched cosmic entities, and demonstrated durability that lets him tank planet-destroying attacks. In World War Hulk, his rage reached levels that threatened the entire eastern seaboard.

Vegeta, however, operates at a power scale that makes planetary destruction look like a warm-up. The Saiyan Prince in Ultra Ego form can trade blows with beings that threaten entire universes. His ki blasts casually exceed planet-busting levels, his speed approaches or exceeds light speed, and his combat intelligence is among the sharpest in Dragon Ball. Ultra Ego, like the Hulk's rage mechanic, actually gets stronger from taking damage.
