Sonic is too fast for Hulk to hit in any form. Base Sonic can dodge virtually anything Hulk throws, and Super Sonic adds invulnerability on top. Hulk can rage all he wants — you can't smash what you can't catch.
But can Sonic actually hurt Hulk? That's the real question. Sonic's spin dash and homing attack deliver significant force, but Hulk's durability is planet-tier. Super Sonic's power might be enough, but it's ring-limited.
This is a frustrating fight for both parties — Hulk can't touch Sonic, and Sonic can't hurt Hulk. We give Sonic the edge because he can maintain the standoff indefinitely while Hulk eventually calms down and reverts to Banner.
Hulk's thunderclap creates area-of-effect shockwaves. His rage scaling means he eventually reacts to speedsters. At sufficient rage, Hulk has planetary durability that Sonic can't penetrate.
Sonic is untouchably fast. He can maintain distance forever. Super Sonic adds invulnerability. Eventually Hulk calms down and Sonic can engage Banner.
Sonic wins through evasion and attrition. He can't hurt Hulk directly, but he can avoid him until Hulk reverts. Not the most satisfying victory, but a victory nonetheless.
