Goku in Ultra Instinct operates at speeds that make Hulk look frozen in place. He could land thousands of universe-threatening strikes before Hulk can even throw a punch. While Hulk's durability is legendary, it has limits when facing attacks at the universal scale โ Goku's energy output exceeds anything Hulk has canonically tanked.
The interesting scenario is: what if Hulk gets angry enough? At some theoretical level of rage, Hulk's strength could approach any number. But can he survive long enough to reach that level against someone who can vaporize planets faster than thought? Probably not.
This is one of the few matchups where Hulk's 'limitless strength' gimmick meets an opponent who can end the fight before the mechanic kicks in.
