This is a fascinating clash between overwhelming physical power and supernatural authority. Ghost Rider's hellfire burns the soul, and the Penance Stare forces targets to feel the pain they have caused. But Goku presents unique problems for both abilities.

The Penance Stare is the key question. Goku is fundamentally a good person who fights to protect others and improve himself. He has killed enemies, but always in defense of others or the universe. The Stare might be significantly weakened against someone with such a clean conscience. Additionally, Goku's ki defenses might provide some resistance to soul-based attacks.

Goku's raw power is universal — his attacks can threaten dimensions. He could destroy Ghost Rider's physical form millions of times per second. While the Spirit of Vengeance reconstitutes, Goku's speed means Ghost Rider would never get a chance to attack. Whether Goku can permanently defeat a supernatural entity through sheer ki power is debatable, but he can certainly prevent Ghost Rider from ever acting.
